Non-Governmental Access to DMV Records

The release of information from the Department of Motor Vehicles (DMV) is governed by Va. Code §46.2-208 through 214. This statute stipulates that all DMV records are privileged and are not available to the general public. DMV may only release driver, vehicle and personal information from our records under the conditions specified in the statutes mentioned above.

An employment transcript is issued at NO CHARGE for any federal, state, or local governmental entities, including;

  1. Law enforcement,

  2. Attorney for the Commonwealth,

  3. An official of any federal or state court.

  4. Local government group self-insurance pool.

A driving record, also called a transcript, for employment purposes is issued at NO CHARGE if the individual has applied to be a volunteer with (or is a member of) one of the following organizations. Written evidence that the person is an applicant (or member) of the organization is required.

  • Volunteer fire company or rescue squad

    NOTE: Written evidence that the fire company/rescue squad needs the transcript to establish the qualifications of the individual to operate their fire/rescue equipment is also required.

  • Court-appointed special advocate program

    NOTE: Written evidence that the person has applied to be a volunteer with a court-appointed special advocate program.

A driving transcript can be issued to employers, prospective employers or authorized agents of any of these entities who request a copy of their employee's or prospective employee's driving record. A driving transcript for employment is issued for a fee if the individual has applied to be a volunteer with (or is a member of) one of the following organizations. Written evidence that the person is an applicant (or member) of the organization is required.

  • Virginia affiliate of Big Brothers/Big Sisters of America
  • Virginia affiliate of Compeer
  • A volunteer vehicle operator with a Virginia chapter of the American Red Cross
  • A volunteer vehicle operator with a Virginia chapter of the Civil Air Patrol
  • A volunteer vehicle operator with Faith in Action

Electronic Access

Pursuant to an agreement between DMV and the Virginia Information Provider's Network (VIPNet), DMV has authorized VIPNet to provide authorized commercial users electronic access to DMV records. Each DMV record requested online through VIPNet costs $7.00. Visit the VIPNet Premium Services page for more information about subscribing to the online service.

Access in Person, by Letter or by Telephone

Non-governmental entities may apply for access to DMV records by downloading an Information Use Agreement Application (US531A). Please mail your completed application and a $25 non-refundable application fee to the address printed on the front of the application. The $25 fee may be paid by check, cashier's check or money order made payable to DMV. If you would prefer to receive an Information Use Agreement application in the mail, contact us at (804) 497-7155. The application requests specific information about your DMV records access, including the purpose(s) of your access, your security measures to ensure protection of your records, and the names of authorized users. DMV must approve your application before you can gain access to DMV records.

Each DMV record requested costs $8.00.
